The Indoor Range Access Policy was approved at the July 18, 2000 meeting as published in the July issue of The Chariot, the club's newsletter.

Indoor Range Access Policy
June 20, 2000

1. CONTROL
Access and usage will be monitored through the use of an electronic door control system that will log start and stop times. The system is based on proximity readers near the door which are activated by individually coded magnetic key fobs.

2. ORIENTATION
Members wishing to access the range for individual use must attend an approved orientation program. This will include some brief background information, safety information, rules specific to this range, procedures for start-up and shut-down, maintenance, etc. Dates and times will be posted in the newsletter. Group leaders of organized activities must also attend the orientation. An orientation fee will be charged to help offset the costs associated with the electronic access system. Orientation fee to be set by the Executive Committee.

3. QUALIFICATION
A shooting qualification that allows members of all skill levels to access the range is required. Members must attain separate qualification ratings for .22 and centerfire with distance ratings of 7, 17, or 25 yards. Shooters will be required to hit a 22" x 22" blank sheet of paper 10 out of 10 shots from the distance at which they choose to be qualified. Members may re-qualify to upgrade their firearm type or distance rating at any time. Qualification will not apply to individuals participating in organized group activities, however, group leaders are responsible for controlling participants to assure the integrity of the facility.

4. MEMBER FEES
Individuals will be charged a flat hourly fee year round. The user fee will be billed monthly based on data collected from the electronic access control system. The hourly rate will be broken into minutes or hundredths of an hour for billing purposes. Members pay the same flat rate regardless of time of year, whether they bring a guest, or whether they are sharing the range with other members engaged in similar activities. Members will be billed for time logged in, less 10 minutes. Likewise, there will be no charge for a member logged in for less than ten minutes. This is to allow "free" time for proper clean up, a trip back to the car, restroom, etc. This feature will also allow time for members to provide a quick tour of the range to prospective members. Hourly rate to be set by the Executive Committee.

5. GROUPS
Groups will be charged a flat hourly fee year round. Group leaders will be issued the same type of individually coded magnetic key fob as individual members. Groups will be billed monthly based on data collected from the electronic access control system. The hourly rate will broken into minutes or hundredths of an hour for billing purposes. Groups will adhere to any specific conditions, limitations, or rules as set forth by the Executive Committee.

6. PAYMENTS
Payments by individuals and groups must be rendered within 30 days of invoice date. Failure to make timely payments will result in access denial via the electronic access control system.

7. GUESTS
Guests are welcome when accompanied by an authorized club member. As with the use of all other club facilities, the member shall be responsible for his/her guest. Guests shall be limited to the same firearm type and distance ratings as the accompanying member. Guests shall follow normal sign-in procedures and pay the daily guest fee.

8. REVIEW
Fees and policy are subject to review and adjustment as deemed necessary by the Executive Committee. Fees are based on cost of propane, electricity, maintenance, taxes, insurance, etc. At minimum, fees and costs will be reviewed by the Executive Committee on an annual basis.

9. LOSS OF PRIVILEGES
Loss of privileges will result for any member or group who does not comply with the rules and regulations regarding this facility.
